Trump’s tariff policy is right out of The Art of The Deal. Be bombastic, make outrageous demands, don’t be afraid to alienate people, tell them you have no interest in dealing with them and then lower the temperature, make some conciliatory statements, drastically lower your demands and bring them back to the negotiation table under reasonable terms.
