Here is the video of Inglewood mayor James Butts trying to make a left turn and crashing into another vehicle before sending a police officer into a fountain. Butts is a former police officer and chief of police of Santa Monica.

The driver of the SUV is clearly at fault. What is odd, the oncoming ROW driver did not appear to avoid the collision; there are zero visible skid marks from the ROW driver.

The Mayor was clearly in the wrong for making that left turn, but the driver that hit him appeared to be blind, stupid , and totally distracted.
